Basically, you'll have to set up a web server on your PC. Also, if you want a data-driven site, you'll need a database server on there as well. Without more information (PC spec, your OS of choice etc), there's not much more I can say, apart from consider the practically standard solution of apache/php/MySQL - this combination is available on both Windoze 9x/NT/2K and *nix platforms.
