configure failure using -with-mcrypt

I am trying to compile PHP 4.0.5 on a RH 7.1 box.
I've tried 6 different compilations of libmcrypt, but to no avail.
Here's what configure tells me:
checking for mcrypt support... yes
checking for init_mcrypt in -lmcrypt... no
checking for mcrypt_module_open in -lmcrypt... no
configure: error: Sorry
Can anyone shed any light on this?
