windows 2k pro and PHP

i was trying to install php on windows 2k pro.
i got this message when i was trying to run the test scrpt
"PHP CGI binary (\php) is not executable. Please compile PHP as a CGI
executable and try again. "
why is that?
and should i read the instruction for IIS 4.0+ (isapi) or IIS 4.0+ (CGI)
