Can't get php to work with MySql

I have installed both php and MySql on a Windows 2000 machine running IIS 5.
Both work when I independantly try them, but I can't get them to work
together. In my .php source, I am doing a
$link = mysql_connect ("localhost", "root", "");
which returns the error
Fatal error: Maximum execution time of 30 seconds exceeded in
C:\Src\TestApp\index.php on line 1
Any help would be greatly appreciated.
