Oracle 8.1.7 on RH7.1 and oci8

I'm trying to get php to work with apache and mod_plsql that comes
preinstalled with Oracle 8.1.7 on RH linux 7.1.
Everything seemed to compile fine.
I have set ORACLE_HOME, LD_LLIBRARY_PATH, LD_PRELOAD
./configure --with-oci --with-apxs=$ORACLE_HOME/Apache/Apache/bin/apxs
seemed to go without any complaints
the make and make install didn't generate any errors.
I've put the env variables into my apachectl startup script but apache
doesn't seem to start and I'm not getting any messages in my error_log file.
Anyone have any ideas?
