windows 2000 workstation install problems

I recently installed PHP on a windows 2000 workstation, test scripts working
excellent I thought, until I rebooted....
On testing a script I created the browser simply displays the contents of
the action.php inc all code.
I tried to open phpinfo.php containing the code
