It asks me a lot of dll's

Hi I am trying to install the php interpreter so that I can test what I develop without upload. I am using win98, I have no server software installed, I installed the php software and it is asking me for dll's, first odbc32.dll I downloaded it ffom the net but now it asks me for odbcint.dll and tells me it can't acces odbc32.dll so I think I am doing something wrong. If I am developing a site but I don't have real access to the server (I'm using virtual domain), what I'm suppost to do for testing what I do in my computer? Thankyou 5ago
