Lex issue when installing PHP

I get a strange error when running configure:
....
checking whether ln -s works... yes
checking for flex... lex
checking for yywrap in -ll... no
checking lex output file root... ./configure: lex: command not found
configure: error: cannot find output from lex; giving up
Any ideas? Can't find "lex" on my system anywhere...where do I get it?
running: Mandrake Linux 8.1
installing: php 4.1.1
