setting to allow double quotes

I recently moved some PHP sites to a new server and now I'm getting a lot of errors about
unexpected characters. It seems that the new configuration is expecting single quotes around
function parameters rather than double quotes. What setting or flag should I change to allow for
double quotes in the code?
