Problem with ./configure

I downloaded both Apache 1.3.14 and PHP 4.0.3pl1. I unpacke both in /usr/src and followed the directions on http://www.php.net/manual/install.unix.php (Example 2.1). Step 8 gives me a problem: I type: ./configure --with-apache=/usr/src/apache_1.3.14/src/include after running a bit, I get: configure: error: Invalid Apache directory - unable to find httpd.h under /usr/src/apache_1.3.14/src/include I type: ls -l /usr/src/apache_1.3.14/src/include/httpd.h I get back: -rw-r--r-- 1 1079 1079 44947 Oct 10 15:13 /usr/src/apache_1.3.14/src/include/httpd.h I tried changing permission to -rw-rw-rw on httpd.h but that didn't help. I am out of ideas. Suggestions welcome.
