Install Php --with-mysql=/path/to/header/files

When I try to install Php like this: ./configure --with-mysql=/usr/local/lib/mysql --with-apache=../apache_1.3.24 --with-gd --enable-trans-sid I get: configure: error: Cannot find header files under /usr/local/lib/mysql I have installed: http://www.mysql.com/Downloads/MySQL-4.0/MySQL-4.0.1-2.i386.rpm http://www.mysql.com/Downloads/MySQL-4.0/MySQL-client-4.0.1-2.i386.rpm http://www.mysql.com/Downloads/MySQL-4.0/MySQL-devel-4.0.1-2.i386.rpm OS: RedHat Linux 7 What am I doing wrong ?
