help installing PHP

OK, I'm running Windows 98, PHP version 4.2.1, and I'm trying to run PHP as a server module. I did everything all of those install things told me to do. Here's the problem: I start up Apache and access my localhost. I used index.html, but that's not the problem. I created a file called info.php which had the line <?php phpinfo();?> what it does when I type in http://localhost/info.php it just loads forever and never stops nor displays anything. when I type in a page that isn't there, (http://localhost/bla.htm), it loads nothing. Do I have to be running a program while I try to load that page, other than the Apache one? Boy I'm stuck, help!
