Where's debug.log?

I am having a huge amount of hassle trying to build PHP 4.3 with Sablotron 0.96.1 When I look in config.status, I see the following message.

Is there something I need to do to activate this feature? I sent in my configure script to this list yesterday, so you can see what parameters I tried to use. Any help would be greatly appreciated.
