[php 4.2.3] trouble in setting up debugger

I have troubles in setting up the debugger. My php.ini goes like this:
debugger.host = 192.168.1.99
debugger.port = 7869
debugger.enabled = True
But when checking these values via phpinfo() I never see entries concerning the debugger, except from 'Debug Build: yes'.
What is missing?
