New OpenSsl version

Hi! I have uploaded the VC6 versions of openSSL 0.9.8h. This release fixes a possible security flaw in 0.9.8f and 0.9.8g (see http://openssl.org/news/secadv_20080528.txt). I did not test it yet with php but it should work well, all tests pass. http://pecl2.php.net/downloads/php-windows-builds/php-libs/openssl-0.9.8h-vc6.zip VC8 and VC9 will follow shortly. They will be without ASM support (we planed to use ASM versions whenever it is possible) until I fix a little bug in the asm code (compile error).
