I have always built my own PHP (5.3, 5.4, 5.5) on Win7 after building
libcurl_a.lib with this command in curl-src\winbuild:
nmake /f makefile.vc mode=static VC=11 MACHINE=x86
WITH_DEVEL=/php-sdk/deps USE_IDN=yes WITH_SSL=static
WITH_SSH2=static ENABLE_WINSSL=no WITH_ZLIB=static
s/VC11/VC9/ for 5.3 & 5.4.
Then somebody told me php_curl.dll was broken on WinXP because of the
missing normaliz.dll:

I do not use it myself with IDN-domains, but have never experienced any
problems with my home-grown php_curl.dll.
I suppose error checking is done by libcurl and normaliz.dll, so
additional code for error checking seems a bit overdone. Testing does
not harm anybody, but I do not have a use-case at hand.
