Enabling OpenSSL with Windows Binaries

Right now, if you're using the pre-built Windows binaries, you can use cURL to make an SSL request, but you can't use an https stream. I'm guessing from this that OpenSSL is already on the box that creates the binaries, and we just need to modify the build script to enable it.
