While the pre-build rules may not be what you want - something like PHP_CodeSniffer will let you
just run a single ‘sniff’ type by passing it’s name.
Or use an IDE that has built-in support for inspections/fixing like this, or, as I said, run sed
over your project files. Replacing ‘<? ‘ with ‘<?php ‘ is hardly a complex task.
