In case it's unclear, I mean that strtolower() should do 8-bit clean
conversion of letters in the 0-127 range, equivalent to
strtr( $val,
'ABCDEFGHIJKLMNOPQRSTUVWXYZ',
'abcdefghijklmnopqrstuvwxyz' );
