You can see in the _platform method that the dictionary is indexed with self.settings.os and self.settings.compiler, both of which come from the selected profile. Taking that into account, Windows + VS is supported. The value in the dictionary is just used to massage the existing ICU build system into emitting files that can be used to build with VS.
