Summary:
This RFC seeks to prevent execution continuing if the user has accessed an undefined property without specifying that it was their intent to potentially do so.
This RFC is designed to compliment the Undefined Variable Error Promotion, and Deprecate Dynamic Properties RFCs that have already passed.
