I agree and it's my fault as I have never done this semi step before and
completely missed it in https://wiki.php.net/rfc/howto
when skimming
through it. It is kind of optional atm (just for considering) but I agree
that it's something that makes sense to do and I should have done it.
We should probably make it a separate step and have it as part of what
should be always done rather than optional bit that is part of the voting
step. I will try to improve that part and will definitely remember to do it
for the future RFCs.
