Users who get tripped up by the subtle behaviour of the cache won't know to turn it off; users who know they can get advantage from it will have to make sure it is turned on, and not conflicting with code that wants it turned off; and libraries will have to account for both modes, or add boilerplate. I would probably vote for abolishing it completely, or replacing it with some form of *local* setting (maybe *only* on SplFileInfo). I would probably vote against adding an ini setting.
