I don't really have a problem with adding a function to expose this value, in concept. But
what is the use case, exactly? The RFC mentions something about php-cs-fixer in passing in half a
sentence, but doesn't explain it further. Please explain further what value this has for core,
rather than the parallels extension. (In the RFC, not just here on list.)
