This won't work, because that will also skip CI on the target branch, i.e. PHP-8.5, master and whatnot. We only want to skip the PR CI. A PR label would be possible (e.g. "Merging" that stops CI from running), but adding this label is just another step in a process that's already too tedious and error prone.
