Reverting build/build2.mk to revision 1.30 seems to fix the issue.
The checks introduced in revision 1.31 seem to find both
/usr/bin/autoconf (wrapper, defaults to 2.5x) and /usr/bin/autoconf-2.13
(no wrapper) and get confused by this.
