I didn't see a definite decision either, admitted. With bundling I hope you mean Windows binaries. Software bundling may ease the windows user's job. I'd reckon though that, by far, most windows users get the binaries anyway. As for shared objects on windows, the problems is (for my part) the same. (issue is: multiple DLL's in various forms with various bugs). That is I would hope that PHP is linked & bundled with an "official" libxml2.dll. And so far, the most official one is Igor Zlatkovic's binaries. That's maybe asking for too much.
