Because there's no default timezone - everybody has different one. I would
be very happy if it used system settings once the ini value is not set -
actually, it would then be no problem at all with new date extension and I
were first to applaud the great work that was done on it. However, see

Because Derick said it won't ever happen due to some limitations of his
code, if I understood him right.
