Of course, if a upstanding member of our community can vouch for
someone then we have no problem with opening up an account. This is
precisely what the mentor is doing here.
I've opened up PECL and CVS accounts for Pavlo, but granted no karma yet.
Marcus (and other mentors): where CVS access is required, please
advise us the portions of the repository for which karma is needed.
