So ext/mysql can no longer be built built-in by enabling
HAVE_MYSQL
in main/config.w32.h?
If so, then I think we should remove the remaining MySQL references
from internal_functions_win32.c and config.w32.h and only allow
ext/mysql to be built as a shared extension.
