as much as i agree with ading the stage it is a BC issue!
I don't think it's much of an issue - as I said, I didn't see any extension using ACTIVATE stage. I didn't check whole PECL, but I could. I don't believe any extension really relies on that, but that can be checked. It's a problem with waiting for 5.3 because it means we'd have live security problem in 5.2.x which we can't fix.
