FYI, systems@php.net is for issues relating to the various php.net services,
and group@php.net is for "policy" discussions.
Creating a new list falls somewhere between the two of these, but most
people on group@ are also on systems@, so systems@ seems like the better
place.
IMO, there is no need to make a new general list for php5.
