Thies suggested and Jani agreed just to copy it to PECL.
It's much more convenient to have oci8 there and not to look back on when the next beta will be
rolled out.
Of course, we can synchronize pecl's version with main's time to time.
I think it's rather reasonable.
Or it's not?
