git.php.net is back in business

Ok folks, after a *very* busy weekend of infrastructure shuffling and
hacking and as you may have noticed, git.php.net is back and accepting
pushes. It is on a new machine, so expect to see a warning about the
signature having changed on your first access, but other than that
everything should be the same.
Drop an email to systems@ in case you see anything odd.
We'll have some further announcements soon about the other changes to
things.
