As of the recently merged RFC there now exist both openssl.cafile and
openssl.capath (for hashed certificate directories). I was unaware of the
curl php.ini option and perhaps you were unaware of the new openssl ini
options?
Either way, it might make sense to have a single universal option instead.
There is still time to change/implement something like this for 5.6.
Thoughts?
