Reading between the lines here a little - wouldn't the usual way to deal with a situation like this be to branch from phpng for testing and further development? Subsequent dependent changes could then be edited into the RFC as necessary and merged back upwards when the vote has passed, without affecting the "master" (phpng) branch. My $0.02
