Maybe they were using the web form on php.net? I dunno. Maybe it's just PEBKACI just tried to subscribe to standards@ using the web interface and got "We were unable to subscribe you due to some technical problems. Please try again later." It worked for me with standards-subscribe@lists.php.net.
