Honestly, I don’t think Debian will switch to PHP 7, nor will any other distro, because it’s a
new major version and it breaks things.
php will probably continue to be PHP 5,
they’ll add php7, prolong 5.6 or 5.7’s life for five years, and eventually switch
php over to 7.
