This issue is about user written functions. Here names are only partly case
insensitive. If a function is written with in its name U+00C1 (Capital letter A with
acute) but called with U+00E1 (Latin Small Letter A with acute) it will not be found.
So we can only say that some letters are case insensitive - this is what I
called ''US ASCII chauvinism''.
