Hello everyone,
After discussion I am putting the RFC on turning gc_collect_cycles into a
function pointer to vote:

The discussion feedback on PHP 7 extension API refactoring was incorporated
in the RFC with a proposal to include the function pointer AS-IS and make
it part of a potential refactoring later.
