you have to announce/propose the rfc on the mailing list.
as I mentioned in my previous email, I've seen your mail from 2 months ago:

but that did not link to your rfc page and I don't think many people just
had the luck to find your rfc page without the link so nobody really had
the chance to actually review and discuss your exact proposal.
