Anatol mailed the list about the need to have RMs for 7.1 on April,
12th, and suggested to start voting on April, 26th (two weeks discussion
period): <http://news.php.net/php.internals/92234>.
Davey and Joe just volunteered two days ago
(<http://news.php.net/php.internals/92674>), and
there was no one else,
so, yes, I believe the selection is fixed. :)
