Mozilla uses autoconf/make and a few other things from cygwin, but uses the ms compiler/linker. It would be interesting to see that for php, then there would be a single build system rather than two.
Anway, an additional item with the new toolkit, it requires redistribution of msvcr7.dll or msvcr71.dll with the application. msvcrt seems to be a thing of the past.
