php.ini-dist in HEAD has the following value:
error_reporting = E_ALL & ~E_NOTICE & ~E_STRICT
It's odd that E_STRICT is explicitly excluded as E_ALL does not include
it. Is there a purpose to it? Perhaps it's something I don't know
about ;)
