Big +1 for a mass cleanup.
IMHO all bugs reported against PHP < 5.6 could be cleaned.
Perhaps something close to the Fedora bugs process could have some value.
- 1 month before a version goes EOL: add a comment "you reported this
bug against php xxx which goes EOL on .... It you are able to reproduce
with a newer version please update, else will be closed"
- after EOL: close the bugs as "wontfix"
