The Windows builds come bundled with MySQLND 5.0.8-dev (PHP 5.3) up
until MySQLND 5.0.12-dev (PHP 7.2). Even PHP 5.1 was distributed with a
MySQL 5.0.x version, so dropping MySQL 3.x and 4.x seems perfectly
valid.
