This is probably the wrong list. You may want to try php-general instead.
In the meantime, a less than perfect answer would be to get the quotes out
of the array index...something like:
$eval = preg_replace("@'@", "", $row["title"]);
print '<p>'.preg_replace( "'<\?=3D(.*?)\?>'esi",
'\\1', $eval) . '</p>';
As I said, less than perfect.
