SAPI

Hello, I'm busy programming a webserver in Visual Basic and I was wondering how difficult it is to implement a SAPI of php into my server. I downloaded the windows version of the newest (stable) php version and tried to use one of the dll's in the SAPI directory. Regretfully it dit not work with any of them. I guess they are all locked or something like that. Is there anything like a developers kit, or SdK for windows developers?
