Installing PHP on a personal computer

I'm trying to get into PHP scripting, because it looks fun. So I got PHP 4.2.1 (it was the smaller one, the 800 some Kb file) from your site and installed it. I followed the directions that came with it and did the whole editing the php.ini file, then I ran the practice php script: <?php phpinfo();?> A blank screen appeared, so I went back and checked everything. I am really confused by these instructions and am asking for help. I usually know what to do about this kind of stuff, but I don't really know anything about what to do about this. I an running Windows 98 second edition. I am not running Apache or any of the other programs mentioned in the install.txt either. I am sorry if I'm emailing the wrong person, but I need help and can't find a help file anywhere. If you could help me, I would be very gratious.
