Problem with fopen() in safe mode

Hello I have problems with fopen() and copy() functions if safe mode is turned on, I have hosting but their have safe mode in on, and I to use that functions to make able my programs, I tried chown(), chgrp(), chmod() etc... but safe mode restrinct my acces to that funcions, if you can tell me how can I do to do that functions in safe mode I will thanks you very much Thanks Jacobo
